Continuous opt-in is the measurable minimum for affected personal accounts: at least 12 testers for the preceding 14 days when you apply. Completing that minimum makes you eligible to apply, not automatically approved.
Google also asks whether testers used all available features, whether usage resembled expected production behavior, what feedback you received, and how you collected it.
Google recommends clear instructions, broad feature use, and an accessible feedback channel. Its public documentation does not define a required daily-open count, minimum session duration, exact interaction quota, or hidden engagement score.
